Revised Application Forms for FSSD

Dear Industry Professionals,

1. Please be informed that SCDF has revised its application forms: i) FSSD-0-WVFSR.XFD to FSSD-0-WVFSR02.XFD , ii)FSSD-0-FSPBP01.XFD to FSSD-0-FSPBP02.XFD, iii) FSSD-0-FSPME01.XFD to FSSD-0-FSPME02.XFD & iv) FSSD-0-RWMAA.XFD to FSSD-0- RWMAA02.XFD to effect the change in Plan and Waiver fees.

2. Applications submitted with the old e-form will not be accepted by SCDF with effect from 1 August 2015. Applicants will be required to resubmit the applications using the latest e-form.

Enhancement to LTA's reply in CORENET

Dear Industry Professionals,

We are pleased to inform you that LTA is enhancing its replies to QPs. From 2 Feb 2015, applicants will receive an email containing the un-signed response documents that are sent out via CORENET.

This email will also be copied to the owner/developer. QPs can still download the signed documents from CORENET ESS.

Self-declaration scheme for projects abutting Category 5 road/s or Service Road/s at the Development Control (DC) and Building Plan (BP) stages

Dear Industry Professionals,

1. With the effect from 30 January 2015, NParks will release the revised Self Declaration scheme and the improved version of current application form, NParks SUBM V01. You can refer to the Self Declaration scheme circular for more details: https://www.nparks.gov.sg / Development Plan submission/ Circular. Please synchronise your ESPro to download the latest forms from the Form Templates folder for use.

2. We would like to inform that E payment service is currently unavailable. For submission of application, payment would be made via cheque. For payment details , please go to: https://www.nparks.gov.sg /Payment for Development Plan Submission. We appreciate your understanding.

Change of CORENET e-Submission System Helpdesk Contact Number

With effect from 22 December 2014, CORENET e-Submission System helpdesk number will be changed to 6334 3574 (3 lines). Helpdesk email address remains unchanged.


BCA will be moving to a new location

With effect from 22 December 2014, BCA new address is 52 Jurong Gateway Road, #11-01, Singapore 608550. Please refer to the location map. BCA mainline 1800-3425 2222 remains unchanged.

BCA will be closed on 19 December 2014 (from 12.30pm) in preparation for the relocation. All BCA related e-services will not be available from 19 December 2014, 12.30pm, and will resume operation on 22 December 2014, 7.00am onwards. Please note that CORENET e-Submission System will still be available for submission to other agencies between 19 to 22 Dec.

We seek your understanding on the inconvenience during this period.

CORENET e-Submission System Enhancements - Enhancing your file viewing experience

We are pleased to inform you that CORENET e-Submission has made two enhancements to enhance your file viewing experience.

1. You will be able to view the following four files using an Internet browser. CORENET will convert the four .XDF files into internet browser friendly .HTML format.

Existing File Name :
Project-Profile.XFD
Submission.XFD
Correspondence.XFD
Agency-Correspondence.XFD

New File Name :
Project-Profile.HTML
Submission.HTML
Correspondence.HTML
Agency-Correspondence.HTML

2. You will also be able to convert your existing Project-Profile from .XFD into .HTML format using a new tool so that you are be able to view them using a browser instead of the internet form viewer.

The above enhancements will be rolled out from 22 August 2014, (8pm) to 23 August 2014 (8am), during which the system will not be available.

Raising conflicting policies/regulatory requirements issues to Inter-Agency Coordinating Committee (IACC)

If the project team encounters issues or problems due to conflicting policies/regulatory requirements implemented by regulatory authorities in construction activities and project, you may raise the issues to the Inter-Agency Coordinating Committee (IACC), established since July 2011 to resolve issues involving multiple agencies. LTA CIRCULAR TO PROFESSIONAL INSTITUTES - DEFRAYMENT OF COST FOR SUBDIVISION OF LAND FOR ROAD RESERVE AFFECTING PRIVATE PROPERTIES

Dear Industry Professionals,



1. We are pleased to announce that, LTA, with the support of URA and SLA, will defray private property owners for the costs involved in the subdivision of land for road reserve, subject to a cap.

2. The costs that qualify for defrayment is limited to the fees payable to:

i. URA for processing the land subdivision submission,
ii. SLA for allocation of new land lot numbers, inspection of survey work and approval of the Certified Plan (CP) and
iii. Registered Surveyor (RS) for carrying out the surveys required for submission to URA and SLA

3. The actual amount to be defrayed will be determined by LTA.

Revised Application Forms for LTA (Roads) Submissions - Submission of Utility Services Plan

Dear Industry Professionals,

1. A circular dated 1 Nov 2013 was issued by LTA on the requirement for the submission of Utility Services Plan ("USP") at the Street Plan Submission/Lodgment stage. (Please refer to a http://www.corenet.gov.sg/einfo/Uploads/Circular/CLTA131113.pdf )

2. The relevant e-forms have been revised to allow the submission of USP along with all other plans and documents at the Street Plan Submission/Lodgment stage. Users will notice that, upon selecting either Submission of Street Plan or Lodgment For Approval of Street Plan, the QP is required to either attach the relevant USP or declare that there are no proposed utility services connections affecting the existing public street required for the proposed development.

3. Please synchronise your ESPro to download the latest document from the Form Template for use.

AMENDMENT TO TECHNICAL REQUIREMENTS FOR DESIGN AND CONSTRUCTION OF PRECAST HOLLOW CORE HOUSEHOLD SHELTERS 2013

Dear Industry Professionals,

1. A circular dated 25 Jan 2013 was issued by SCDF on the permissible variations for technical requirements for precast household shelter designs. SCDF and BCA have gathered feedback from the building industry and made amendments to the precast household shelter technical requirements for greater clarity and design flexibility.

2. The amendments to the technical requirements include a common modular increase in the length and width of the precast HS; dimensions between the core and the nearest fixtures; details of closed link at the starter bar level for the cast in-situ joint between two HS; shear key design on HS for precast plank or cast in-situ slab construction and the details of tapered hollow cores for ease of production; etc. The key amendments are summarised in Annex A . The amended technical requirements for design and construction of the precast hollow core household shelters are attached in Annex B for easy reference

3. The amended technical requirements shall take immediate effect. Please convey the contents of this circular to members of your Institution/Association/ Board. Mandatory BIM (Building Information Modelling) e-Submission for Regulatory Approval

Dear Industry Professionals,


Please note that mandatory BIM e-Submission will be implemented from July 2013 onwards as follows:



- From 1 July 2013, all architectural plans, starting with first DC submission to URA, for new building projects with gross floor area (GFA) of 20,000 sq. m. and above are to be submitted in BIM format for regulatory approval;



- From 1 July 2014, all engineering plans, starting with first submission of the project, for new building projects with gross floor area (GFA) of 20,000 sq. m. and above are to be submitted in BIM format for regulatory approval;



- From 1 July 2015, all plans, starting with first submission of the project, for new building projects with gross floor area (GFA) of 5,000 sq. m. and above are to be submitted in BIM format for regulatory approval.



Projects that made submissions in non-BIM before the deadline need not convert to BIM format for subsequent submission. For more information on BIM Funding and BIM e-Submission Guidelines,click this link
