LTA CIRCULAR TO PROFESSIONAL INSTITUTES - DEFRAYMENT OF COST FOR SUBDIVISION OF LAND FOR ROAD RESERVE AFFECTING PRIVATE PROPERTIES

Dear Industry Professionals,



1. We are pleased to announce that, LTA, with the support of URA and SLA, will defray private property owners for the costs involved in the subdivision of land for road reserve, subject to a cap.

2. The costs that qualify for defrayment is limited to the fees payable to:

i. URA for processing the land subdivision submission,
ii. SLA for allocation of new land lot numbers, inspection of survey work and approval of the Certified Plan (CP) and
iii. Registered Surveyor (RS) for carrying out the surveys required for submission to URA and SLA

3. The actual amount to be defrayed will be determined by LTA.

Revised Application Forms for LTA (Roads) Submissions - Submission of Utility Services Plan

Dear Industry Professionals,

1. A circular dated 1 Nov 2013 was issued by LTA on the requirement for the submission of Utility Services Plan ("USP") at the Street Plan Submission/Lodgment stage. (Please refer to a http://www.corenet.gov.sg/einfo/Uploads/Circular/CLTA131113.pdf )

2. The relevant e-forms have been revised to allow the submission of USP along with all other plans and documents at the Street Plan Submission/Lodgment stage. Users will notice that, upon selecting either Submission of Street Plan or Lodgment For Approval of Street Plan, the QP is required to either attach the relevant USP or declare that there are no proposed utility services connections affecting the existing public street required for the proposed development.

3. Please synchronise your ESPro to download the latest document from the Form Template for use.

4. Applications submitted with the old e-form will not be accepted by LTA with effect from 2 Jan 2014. Applicants will be required to resubmit the applications using the latest e-form.

AMENDMENT TO TECHNICAL REQUIREMENTS FOR DESIGN AND CONSTRUCTION OF PRECAST HOLLOW CORE HOUSEHOLD SHELTERS 2013

Dear Industry Professionals,

1. A circular dated 25 Jan 2013 was issued by SCDF on the permissible variations for technical requirements for precast household shelter designs. SCDF and BCA have gathered feedback from the building industry and made amendments to the precast household shelter technical requirements for greater clarity and design flexibility.

2. The amendments to the technical requirements include a common modular increase in the length and width of the precast HS; dimensions between the core and the nearest fixtures; details of closed link at the starter bar level for the cast in-situ joint between two HS; shear key design on HS for precast plank or cast in-situ slab construction and the details of tapered hollow cores for ease of production; etc. The key amendments are summarised in Annex A . The amended technical requirements for design and construction of the precast hollow core household shelters are attached in Annex B for easy reference

3. The amended technical requirements shall take immediate effect. Please convey the contents of this circular to members of your Institution/Association/ Board. Mandatory BIM (Building Information Modelling) e-Submission for Regulatory Approval

Dear Industry Professionals,


Please note that mandatory BIM e-Submission will be implemented from July 2013 onwards as follows:



- From 1 July 2013, all architectural plans, starting with first DC submission to URA, for new building projects with gross floor area (GFA) of 20,000 sq. m. and above are to be submitted in BIM format for regulatory approval;



- From 1 July 2014, all engineering plans, starting with first submission of the project, for new building projects with gross floor area (GFA) of 20,000 sq. m. and above are to be submitted in BIM format for regulatory approval;



- From 1 July 2015, all plans, starting with first submission of the project, for new building projects with gross floor area (GFA) of 5,000 sq. m. and above are to be submitted in BIM format for regulatory approval.



Projects that made submissions in non-BIM before the deadline need not convert to BIM format for subsequent submission. For more information on BIM Funding and BIM e-Submission Guidelines,click this link
